Steps for proposal development include: Gain a shared understanding with stakeholders of the perceived problem. Identify the problem through data collection and literature review. Develop a statement of the problem and need. Establish goals and objectives for the project. Identify methodology to meet objectives. Explore the problems’ causal factors. Develop a potential solution Make a plan to test the solution using formative and summative evaluations. Develop a plan to disseminate and sustain the solution.
